The reason for an FPS cap is due to either a console parody policy or bad practices on the programming side where propper frame independance is not used (this is taught to new programmers in their first month) It works by a series of keyframes and interpolates between them when no keyframe is present at that point in the animation which means that it works at any rendering-framerate, but will be smoother at higher frame rates.
